1996 CAPS Annual Narrative Report for the State of Wyoming

Prepared by Kiana Rogers

Period Covered: 10/01/95 to 9/30/96

MEETINGS

Ms. Rogers participated in the Weed & Pest Conference in Evanston Wyoming on November 28-29, 1995. She presented a display board with color maps illustrating the 1995 biocontrol and survey activities within Wyoming in 1995. All Weed & Pest Supervisors were given a packet that contained a spreadsheet of their releases and summaries of biocontrol and survey activities for the entire state.

The April 4, 1996 Karnal bunt meeting in Cheyenne Wyoming was attended by Ms. Rogers. The agenda of the meeting was to inform all interested parties on the disease, where it was known to be, what is being done, and how the survey should be coordinated in Wyoming.

July 1, 1996, Ms. Rogers participated in the Karnal bunt meeting in Cheyenne. The survey method, lab process, and survey form were discussed.

Ms. Rogers participated in the Biocontrol Steering Committee meeting in Douglas Wyoming on August 28, 1996. The agenda included summaries of 1996 biocontrol activities, newsletter, and the introduction of Dr. David Kazmer. Dr. Kazmer has taken the biocontrol position at the University of Wyoming.

WYOMING'S WORLD WIDE WEB PAGE

In the last six months, the Wyoming CAPS program's World Wide Web page, http://plains.uwyo.edu/~caps/caps.html, has had 530 people visit it. It averaged 2.6 hits per day during the last six months.

The site contains information on gypsy moth and cereal leaf beetle surveys, weed distribution maps, maps of biocontrol activities on weeds and insects. The 1996 maps will be placed on the page when all the county Weed & Pest Districts have completed their work.

Several individuals sent e-mail asking for information on several topics. Ms. Rogers was not qualified to answer several of the questions, therefore, the messages were forwarded to parties that were more qualified. The e-mail from Mr. Jon Gilley was forward to Dr. Bjostad, at Colorado State University, and he did respond to Mr. Gilley. The message from Dr. Patrick McDermott was forwarded to Dr. Jeff Lockwood, at the University of Wyoming, and he replied to Dr. McDermott.

Based on a survey done with the Wyoming Weed & Pest Districts Supervisors, 507 scientific consensus records for weeds were entered into NAPIS. A consensus record on NAPIS means the organism is acknowledged to exist and a survey has not been performed.

Mail

The AT&T FTS-2000 Mail was accessed twice a week for messages and reports. Important pest information was forwarded to interested parties. For instance, the message dated, February 21, 1996, about Spodoptera litura, was provided to Drs. Brewer and Lockwood at the University of Wyoming. Additionally, messages detailing the detection of karnal bunt were distributed to the Plant, Soil and Insect Sciences Department at the University of Wyoming.

Information Requests About Pests of Special Concern

Rose Rosette Disease

In July 1996, Mr. Tim Brown sent a message asking to update a distribution map of rose rosette disease. Ms. Rogers tried to locate someone who might be familiar with the positive record for Fremont County, Wyoming. She was unsuccessful in finding any information on this disease.

Connecticut Noxious Weed List

September 1996, Ms. Donna Ellis sent a request for information on states who have noxious weed lists. Ms. Rogers replied with a list of people to contact and forwarded the e-mail to Drs. Ferrell, Kazmer, Whitson at the University of Wyoming and Mr. Baker, Fremont County Weed & Pest Supervisor.

PPQ PROGRAM PESTS

Gypsy Moth, 1995

Figure I. 1995 GYPSY MOTH CATCHS

In 1995, six gypsy moths were found, see Figure I. During 1995 all of the counties were monitored with detection traps and Albany, Park, Teton, and Yellowstone National Park were monitored with detection and delimiting traps, see Figure II.

Figure II. 1995 GYPSY MOTH SURVEY

Gypsy Moth, 1996

  1. Figure III.1996 GYPSY MOTH SURVEY

Detection traps for gypsy moth (Lymantria dispar L.) have been placed in all of Wyoming's counties as well as in Yellowstone National Park. Delimiting surveys are being conducted around positive finds from the previous year in Albany, Fremont, Teton, Washakie, and Yellowstone National Park, as seen in Figure III. The survey is being conducted by the Wyoming Division of Forestry. The traps have not been removed, therefore, it is unknown at this time how many gypsy moths were found. When the data becomes available, Ms. Rogers will place the information on NAPIS.

Russian Wheat Aphid Monitoring

Three counties, Goshen, Laramie and Niobrara, were monitored with suction traps. The traps have not been removed yet, but as of September 30, 1996, 308 Russian wheat aphids had been captured, as seen in Table III. This is approximately 1,000 less than last year at this time. Dr. David Legg and Mr. Neel Kumar, at the University of Wyoming, are coordinating the trapping.

Karnal Bunt

As of September 30, 1996, 151 records for karnal bunt survey existed in the state database. The following counties were surveyed for karnal bunt: Big Horn, Carbon, Converse, Crook, Fremont, Goshen, Hot Springs, Johnson, Laramie, Natrona, Niobrara, Park, Platte, Sheridan, and Weston. Thirty negative records have been summarized and placed on NAPIS for the following counties: Campbell, Goshen, Laramie, Park, and Platte, see Appendix E for maps.

1996 SPECIAL PROJECTS

PPQ Program Support

Project Coordinator: Kiana Rogers

All of the CAPS databases were maintained and the information was entered into NAPIS in a timely manner. Information was entered on the following pests: gypsy moth, cereal leaf beetle, spotted and diffuse knapweed, leafy spurge, grasshoppers, and Russian wheat aphid. Maps were produced that related to the distribution and biocontrol of the above pests, except in the below noted cases; these were subsequently distributed to USDA,APHIS,PPQ and County Weed & Pest Districts.

Several of the products were not completed due to lack of time, incomplete information, or failure to receive information before September 30th. Updated grasshopper species distribution maps were not created due to lack of time. Grasshopper density maps were not created for 1995 and 1996 because the 1996 records have not been compiled. The 1995 Gypsy Moth trap location map was produced and when the 1996 data is received the 1996 map will be produced. Maps showing the survey activity for cereal leaf beetle distribution and bio-agent releases for 1996 were produced. Ms. Rogers was unable to produce a map showing the recovery locations for Russian Wheat Aphid bioagents due to lack of information.

Wyoming Grasshopper Information System, WGIS, was redesigned to run on Microsoft® Windows version 3.1 and higher. Several intermediate versions were sent to Mr. McNary, USDA,APHIS,PPQ, to test and appropriate changes were made to the WGIS program. The final version will be completed shortly.

Biological Control Program - Information Management

Project Coordinator: Kiana Rogers

Maps and reports depicting the 1996 biocontrol activities on noxious weeds and other pests were produced and delivered to all interested parities.

Russian Wheat Aphid - Refuge/Protected Site Release

Project Coordinator: Mike Brewer

Summary of activities for Russian wheat aphid natural enemy project

CAPS program (1996), Reporting: Michael J. Brewer, University of Wyoming

Survey: This activity was largely a survey project for natural enemies previously released in wheat, barley, and especially natural sites. Unfortunately (from project perspective), Russian wheat aphids were at extremely low densities this year. We attempted to modify the project by use of sentinel plants (plants infested with Russian wheat aphid) in selected locations. At these sites, late season (May/June) activity of Aphelinus sp. and Diaeretiella sp. were detected in the form of mummies (because the parasites had emerged from the mummies prior to detection, the parasite species cannot be confirmed but they are likely Aphelinus albipodus and Diaeretiella rapae likely based on past recoveries). Through several years of recovery activity, it is becoming apparent that these parasites can become very abundant late in the season. Unfortunately due to the high sensitivity of the small grains grown in the area to Russian wheat aphid feeding, such parasite activity does not reduce economic levels of Russian wheat aphid within a season. A more difficult question is whether parasitism will reduce overall Russian wheat aphid abundance across seasons to a point that the economic status of Russian wheat aphid is reduced. An answer to this question would require a larger scale multiple year project that is not possible, and possibly not justified, in the structure of the CAPS program. Within the CAPS program, a continued attempt to verify abundance of parasites in non-cropping areas may be beneficial. These areas may be acting as harborage for parasites and aphids when the environmental conditions are not suited to high populations of Russian wheat aphids in the cultivated areas.

Cereal Leaf Beetle - Field Insectary

Project Coordinator: Mike Brewer

Summary of activities for cereal leaf beetle insectary

CAPS program (1996), Reporting: Michael J. Brewer, University of Wyoming

Insectary: An insectary for establishing and propagating cereal leaf beetle parasites was established in the Powell, Wyoming area. Anaphes flavipes, an egg parasite, was confirmed present at the site. In a series of dissections of larvae at the site, up to 83% parasitism was detected. In June, 1,800 larvae were collected at the site for redistribution to other locations in the state infested with cereal leaf beetle: Johnson County and Big Horn County. The effort to release additional parasites from USDA laboratories was not successful. First, the criteria for release were not met. Second, in a late effort to release the larval parasite Diaparsis temporalis, the shipment from the laboratory was not coordinated with the seasonal part-time personnel at the Powell location supported by this project. Apparently no phone calls were made at the time of shipment. Because the seasonal personnel work only 10-15 hours per week on this project, no one was aware of the arrival of the shipment for four days (the shipment arrived on a Friday). I explicitly state this problem because of the need to create better communications. If there are no known dates of shipment at the initiation of the project because of release criteria, there is a crucial need for the rearing laboratories to call the site cooperators prior to shipment. This is both a courtesy and necessity because of the part-time seasonal nature of the workers at the release site.

Surveys: Although not part of the project, some survey work was done as a courtesy. Of particular interest is that no cereal leaf beetle infestations were found in Fremont County and south of this county. Thirty sweeps of alfalfa were taken at each sample site.

Gypsy Moth, Detection and Delimiting Survey

Project Coordinator: Howard Picard

The traps for 1996 have not all been gathered. As soon, as they are gathered and the results of the trapping is known, maps will be produced and data placed on NAPIS.

Field Guide to Common Western Grasshoppers

Project Coordinator: Robert E. Pfadt

Submitted by R. E. Pfadt

During FY 1996 nine species fact sheets were completed and published. The grasshoppers treated were: Aeoloplides turnbulli, Arphia pseudonietana, Bruneria brunnea, Dissosteira carolina, Encoptolophus costalis, Hypochlora alba, Melanoplus alpinus, Melanoplus dawsoni, and Melanoplus keeleri. Observations, collections, caging, and photographing of four species were carried out in the summer of 1996 in preparation for publishing a new set of fact sheets on the following: Boopedon nubilum, Melanoplus borealis, Melanoplus bruneri, and Melanoplus lakinus.

Wyoming Karnal Bunt Survey - Laboratory Aspect

Project Coordinator: Gary D. Franc

Report prepared by Gary D. Franc October 11, 1996.

A survey to detect Karnal Bunt teliospores in Wyoming-produced winter wheat is being conducted for the 1996 crop. Representative samples and/or composite samples from all wheat producing counties are being tested. Ten samples remaining from the 1995 crop were also tested. Sample collection is being done by the Wyoming Department of Agriculture and testing is being done by the University of Wyoming Department of Plant, Soil and Insect Sciences, under the direction of Gary D. Franc, Associate Professor of Plant Pathology.

Approximately 150 samples were received including samples from the 1995 crop year. Processing of samples is expected to be completed by November 1, 1996. To date, all samples processed have been negative for Karnal Bunt (Karnal Bunt teliospores were not detected).

There is great variability in the time required to process individual samples. If considerable debris is present (weed seeds, soil, etc) particulates result in the pellet ultimately scanned for teliospores. Therefore, multiple slides often result for a given sample which, in turn, requires extensive time to adequately scan. It may be advantageous to include in the protocol for 1997 an additional step, after sieving and before the first centrifugation, when particulates are allowed to settle (teliospores remaining in suspension), pouring off the supernatant and, finally, centrifuging and processing the supernatant as described in the protocol. Alternatively, guidelines for differential centrifugation could be developed to initially pellet and discard debris remaining after sieving, prior to processing the supernatant.

Karnal Bunt National Survey - Data Management Aspect

Project coordinator: Kiana Rogers

A database was created in Visual dBASE to maintain information of karnal bunt samples. At this time, there are 151 records in the database. Thirty have been summarized and were placed on NAPIS as soon as the lab results were known. Reports were faxed to Mr. Jim Bigelow, at Wyoming Department of Agriculture, and Mr. John Larsen, at USDA,APHIS,PPQ, when the state and NAPIS databases changed.

The database management aspect ran smoothly after a few problems were worked out. One problem with the karnal bunt survey was that some of the surrounding states were more willing to share information than others. This in the end did not prove to be a problem, because Wyoming did not collect any samples that were commingled with wheat grown in other states. Another problem was the form used. One copy of the form should have been sent to Ms. Rogers, so the information could have been entered into the database as it arrived, and then the form would have been forwarded to Dr. Franc. Ms. Rogers was under the assumption the form would have a question that stated "Elevator or On Farm (please circle one)." Because this question was absent, it was hard to distinguish the type of survey on some samples, as a result, Mr. Bigelow and Ms. Rogers had to converse several times. If this question had been on the form it would have saved several phone calls and much time. The question on the top of the form asking for the state is an unneeded question. Not one sample arrived in Dr. Franc's office that was from another state and another question on the form covers the needed information.

Entering records into NAPIS has been a slow part of the process. At first, Ms. Rogers did not use the most up-to-date form and the records had to be corrected. The summarizing of records based on a one record for each elevator or on farm survey per county for each month could not be done because of the manner in which lab samples were processed. As samples are processed they are summarized and placed on NAPIS.
